Are you a CHARGE Community?
Across the nation, communities are launching programs that give people cleaner more accessible transportation options. Federal leadership and investment are critical to helping more communities in more states address their unique transportation options.

ISSUE BRIEF: Texas’ Clean Truck Opportunity
CHARGE commissioned a report finding that the state must not squander the opportunity to sieve clean trucking funding from the Infrastructure Investment and Jobs Act (IIJA) and the Inflation Reduction Act (IRA).
Texas still has time to take advantage of unprecedented federal investment to help speed the transition of its massive fleet of more than 600,000 medium and heavy-duty (MDHD) trucks to zero-emission technologies that will save lives, according to a newly released issue brief from Atlas Public Policy and commissioned by CHARGE. To date, Texas has awarded very little public funding for clean MDHD trucks, but the IIJA and IRA programs and tax credits have nearly $40 billion available for clean MDHD vehicle deployment in the state.
ISSUE BRIEF: Accelerating GA’s EV Hub
CHARGE commissioned a report finding that Georgia already leads the nation in private investment and permanent jobs in the industry and that federal EV investments will accelerate economic and job benefits.
Since the passage of the IIJA in November 2021, over $22 billion and nearly 24,000 new jobs in EV and battery manufacturing have been announced in Georgia, including $16 billion and nearly 11,000 jobs announced after the passage of the Inflation Reduction Act in August 2022. Of the jobs announced to date, nearly 97% will go to Republican-represented Congressional districts.
ISSUE BRIEF: EV Charging in Arizona
CHARGE commissioned a report finding that Arizona has been awarded over $205 million in federal funding for EV projects under the Infrastructure Investment and Jobs Act (IIJA) and the Inflation Reduction Act (IRA).
Almost three-quarters of all public charging ports in Arizona have been installed since Q4 of 2020. As of October 2024, 3,839 public charging ports are available at 1,310 locations across Arizona. Effective, community-oriented planning at the municipal and regional levels, program coordination with utility companies, and support for federal funding streams are all essential to ensuring fast, efficient, and equitable growth of EV charging infrastructure.
ISSUE BRIEF: Electrifying Ports on the Great Lakes
CHARGE commissioned a report finding that ports in Ohio have been awarded less than $176 million in federal clean transportation and clean port funds since 2020. State leaders have an opportunity to increase access to funds from five different federal programs that still have roughly $2 billion available.
The ports of Cleveland and Toledo are among the busiest 25 ports in the United States by dry bulk. Shipping in the Great Lakes region supports over 31,000 jobs and $3.7 billion in economic value for Ohio. In order to support electrification, ports should engage neighboring communities, share lessons learned with other ports, and work towards reducing emissions from nautical vessels as well as port equipment.
